Recovery is another.

Advisory sets the roadmap: what to target, in what order, and what it is worth. But diversion targets are met or missed at the bin, by whoever is actually doing the sorting. And conventional waste contracts are bought on collection, per lift, which means nobody in the chain earns more when more material is recovered.

Meanwhile informal reclaimers already divert the large majority of South Africa's recycling from landfill, mostly from residential streams, without recognition, protective equipment or stable access to material.

It brings that recovery capability into a formalised commercial context, with onboarding, PPE, supervision and verified downstream routes, and pays partners on measured recovery and quality. Better sorting earns more, so the incentive and your diversion target finally point the same way. It is a socio-environmental model no traditional waste provider can replicate.
